New directorate strengthens Norway’s export control: What does it mean for business?

The new Directorate for Export Control and Sanctions will strengthen the authorities’ control and focus on international sanctions and export control.

The government has recently established the Norwegian Directorate for Export Controls and Sanctions (DEKSA), a new body that will strengthen Norway’s ability to manage export controls and international sanctions. The Directorate will improve the framework conditions for security policy and ensure that Norway fulfills its international obligations in the area of sanctions.

Norwegian businesses are increasingly having to deal with sanctions and export regulations, particularly as a result of the war in Ukraine. Control of exports of strategic and sensitive goods, technology and knowledge has become increasingly important, and the volume of cases is growing.

DEKSA will be responsible for issuing licences, guidance and executive control of exports of defence materiel, multi-purpose goods, technology, services and knowledge. The Directorate will also provide guidance and process individual cases in accordance with the sanctions regulations.

The significance for Norwegian businesses

For Norwegian companies, this means a heightened awareness of export controls and sanctions. It will be more important than ever to have good routines to ensure that you operate within the regulations to avoid potential fines and reputational damage.
